Pipeline protesters condemn SD involvement in North Dakota

The Public Service Commission says the fine is a result of the Texas-based company not getting regulatory approval to proceed with construction after cultural artifacts were found on the site last month. The company says it moved construction so that artifacts were not disturbed. Despite the move, regulators say that the company still needed clearance to begin work once again.
